According to Belgian newspaper Nieuwsblad, Dortmund have already made a €42million (£36m) bid for the attacking midfielder.
However Gladbach are reportedly keen to persuade Hazard that if he is to leave the club, he should move abroad rather than to a domestic opponent.
Nieuwsblad claim Liverpool are ready to offer more than £36m to bring Hazard to the Premier League, like his older brother.

The 26-year-old, however, is said to have his heart set on Dortmund as he would get more first-team chances there, and is settled in Germany.
Liverpool have a wealth of attackers capable of playing on either wing, like Hazard – including Mohamed Salah, Roberto Firmino, Sadio Mane, Xherdan Shaqiri, Adam Lallana and Alex Oxlade-Chamberlain.
It could mean Hazard, despite scoring 12 goals in 29 appearances this season and claiming 11 assists, could struggle to break into the Liverpool team.
Hazard – who has 21 senior Belgium caps – has helped Gladbach to fifth in Bundesliga this season, four points off the Champions League qualification places.
